Elements panel crash

Fixed the crash that kept the new Elements panel switched off for about six weeks, then a second layout bug.

What I did

The new panel had won its A/B test (Apr 7 to 23) but was switched off after a React 19 crash in mid May
Reproduced it under CPU throttling and fixed the root cause in the masonry gallery (merged Jun 18, QA closed Jun 29)
Fixed a second layout flicker at certain panel widths at the root, Sep 7

A/B: elements added from the editor	+3.47%
A/B: search to use	+24.6%
